ROHIL, SUARAPERSADA.com – Nunggak dan tidak bayar listrik sebesar Rp 400 juta, pihak PLN Cabang Bagansiapiapi putus aliran listrik ke Kantor Sekretariat DPRD Rokan Hilir. Akibatnya, segala kegiatan di DPRD lumpuh total.
Menanggapi hal itu, Sekretaris Daerah (Sekda) Kabupaten Rokan Hilir, Surya Arfan mengatakan pihaknya tidak bisa berkomentari banyak masalah itu. Sebab, kata Sekda, itu adalah interen di DPRD. Dalam hal ini Pemda sifatnya hanya mensuport dan membantu sejauh mekanisme yang ada.
Sekretariat DPRD adalah Organisasi Perangkat Daerah (OPD) tersendiri yang dikendalikan oleh Sekretaris Dewan (Sekwan), dalam hal ini mereka harus bertanggung jawab dalam semua hal, baik dalam penggunaan anggaran maupun dalam pencairan dana.
“Jadi pencairan dana dan penggunaannya yang bertanggung jawab adalah Sekretaris dewan (Sekwan), Pemda hanya memfasilitasi, jadi kita tidak bisa komentar banyak soal itu, yang jelas kita berharap secepatnya diselesaikan itu,” sebut Surya Arfan, Jumat 31 Agustus 2018.
Agar kegiatan rapat antara pemerintah dengan DPRD berjalan lancar, saat Pemkab Rohil memiliki 2 unit mesin genset cadangan. “Kita punya mesin cadangan (genset) 2 unit, jadi tidak ada masalah,” sebut Sekda.
Sebelumnya diberitakan, Ketua Komisi B DPRD Rokan Hilir, Hendra ST sempat mengeluh dengan tidak adanya aliran listrik di Kantor DPRD, akibatnya segala kegiatan di Kantor DPRD Rokan Hilir tersebut lumpuh total.
Untuk menjalankan tugasnya sebagai anggota dewan, politisi dari Partai Gerindra ini mengaku saat ini numpang di Kantor Partai di Jalan Pahlawan, Kota Bagansiapiapi. “Kegiatan di DPRD lumpuh total,” kata Hendra.**(wisman)
